HNO3 is a strong acid and will completely dissociate in an aquesous solution:
HNO3(aq) + H20(l) --> NO3-(aq) + H3O+(aq)
SO32-(aq) + H3O+(aq) --> H2SO3(aq) + OH-(aq)
H2SO3 is a weak acid and so the sulfite will set up the following equilibrium:
